I think that just by LOOKING at them, there would be no way to tell how intelligent they would be, unless they had an obvious sign of a disease that is known to affect intelligence.
If by ‘looking’ you mean experimenting, then although I don’t think you could predict it exactly, I think you could have a go at working out roughly how intelligent a child would be. You can look at their parents, at the environment they will grow up in, and at other factors on their life, and make an ‘educated guess’.
I don’t think you can tell for definite though, because things that happen to you while you’re growing up can also affect your intelligence.
