I think it’s to do with the density of the frozen water particles. Ice is made up of mainly…ice, but snow has lots of air in spaces between the ice. This means light reflects back sooner with snow, so it looks white as it reflects the light. But as there’s no air bubbles (or not as many) in ice, the light gets further through…
